What a complete West Chester roofing quote spells out
A quote you can compare is a quote that names quantities. Squares of roof area. How many layers come off. Which underlayment. Where the ice-and-water membrane runs and how far up from the eave. What happens to the flashing at every chimney, wall, and skylight. Which vents go back on and how many. Whether the permit is pulled by the contractor or left to you.
If a bid is one number under one sentence, there is nothing to compare it to. That is not a price advantage. It is a blank space where the scope should be, and the blank space gets filled in later, after the old roof is off and you have no leverage left.

The line items cheap bids leave off
Deck replacement is the big one. Nobody can see the plywood under a 20-year-old roof until the shingles are gone, so an honest quote does not pretend to know. It states a per-sheet rate in advance, so when two sheets of rotted decking turn up over the porch, you already agreed what that costs. A bid with no deck rate is a bid with an open number in it.
Ice-and-water membrane is the second. Chester County gets freeze-thaw cycles and ice dams at the eaves, and code minimums are a floor, not a spec. Ask how far up the roof the membrane runs and whether it wraps the valleys.
Then flashing. Reusing old step flashing at a chimney or a wall saves a contractor an hour and costs you the leak that shows up two winters later. A quote should say new flashing, not silence.
Ventilation is the quiet one. Intake at the soffit and exhaust at the ridge have to be balanced, and a roof that gets new shingles over a starved attic bakes those shingles from underneath. Manufacturer warranties can hinge on it.
Last, cleanup and disposal. Dumpster, magnet sweep, and who hauls it. It is small money that turns into a bad week when it is nobody's job.
How to check a roofer before you sign
Ask for registration numbers and watch how fast they arrive. A registered contractor recites these without a pause, and Pennsylvania homeowners can check a contractor's registration through the state Attorney General's Home Improvement Contractor search.
Ask for a current certificate of insurance, and ask that it be sent by the insurer rather than photographed. Insurance protects you in a plain way: if something goes wrong on your property mid-job, the liability sits with the contractor's coverage instead of your homeowners policy.
